2009: Russia will demonstrate a qualitative leap in the IT sphere


The Golden Age of Outsourcing



According to the latest tech market report by Forrester Research , ‘US IT Market Outlook: Q4 2008’, in 2009 the U.S. IT market will go through a tech decay which will result in annual growth decrease. IT vendors will be in search of possible ways to cut their expenses on software development and design. Most probably, that will cause a rapid growth of outsourcing projects.



Today there are three major outsourcing directions: India, China, and Russia. Due to it’s scientific potential, geographical position, IT experience, and other factors, most likely, Russia will take the lead in the IT outsourcing market in 2009.



According to the World Bank data, Russia ranks third in the world for per capita number of scientists and engineers, but is the world leader in the number of scientists and engineers engaged in complex R&D projects.



Some Distinctive Features of Russian IT



When it comes to IT and outsourcing, one can say that development of large-scale and complex projects implies a necessity to be able to give accurate estimations of the amount and complexity of work to be done, as well as the time to be spent. This requires developers to be more than just coders; but creative problem-solvers. The scientifically-oriented education background makes Russian developers extremely effective in finding innovative and groundbreaking solutions for perplexing tasks.

Dmitry Milovantsev, the deputy minister of Information Technologies in Russia, assumes that by the year 2010 Russian IT market will export $10 billion worth of IT-services that will make the country one of the three world leaders.



The reason for such a growth is obvious: foreign companies are getting more and more interested in investing in joint projects with Russian IT companies. Such companies as Alcatel, Linux, Siemens, DNA, AMT, IBM, Intel, and many others opened their offshore development centers in Russia.



The three biggest cities of Russia are the three major outsourcing centers:





  1. Novosibirsk. Novosibirsk Akademgorodok has a second name: Silicon Taiga. This is the Russian IT center. Novosibirsk Akademgorodok is the home of such IT companies as Azoft (www.azoft.com), Soft Age (www.softage.ru), Axmor (www.axmor.com), Novosoft (www.novosoft.com), etc.
